In 2005, the Virginia Civil Rights Memorial Commission made plans to create a plaza that commemorates the struggle African Americans experienced in gaining full civil rights. Baskervill designed the monument plaza, which features inlaid cobblestones and shaded granite benches. The monument itself rests on a nine-inch granite base and is intentionally positioned to face Richmond’s historic Capitol.
